Dr. Mitchell-Bateman made groundbreaking contributions to mental health care in West Virginia and beyond, becoming the first Black woman to hold a high-level state administrative position as director of the Department of Mental Health (1962-1977). She advocated for mental health reform, shaping national policies like the Mental Health Systems Act of 1980. Mitchell-Bateman worked to address disparities in mental health care for marginalized communities, notably at Lakin State Hospital. Her leadership roles included vice president of the American Psychiatric Association and a position with Marshall University’s Department of Psychiatry. Huntington State Hospital was renamed in her honor.
